ZP meeting held
ITANAGAR, Aug 27:West Kameng district Zilla Parishad meeting was conducted at Bomdila on August 25.
Presiding over the meeting, the Zilla Parishad Chairperson Logyang Rikhong said Zilla Parishad and other PRI members should be well aware of the 29 subject given in the eleventh schedule and should by very particular and judicious while selecting of various Gram Sabhas in the larger interest of all round development in the grass root level.

ITANAGAR, Aug 27: Arunachal Pradesh Human Rights, Juvenial Justice Forum has appealed to the state Govt to ensure proper distribution of stipend to the students studying in outside the state, particularly in Assam. Claiming that the students are facing difficulties in getting the stipend on time, the Forum said stipend should be distributed through deputy residential commissioner, Arunachal Bhawan Guwahati.
The Forum further said the Arunachalee students who are studying in various colleges of Assam including Veterinary College, Dispur are being neglected and harassed and some of the students had already left the colleges due to favoritism being played in institutions. It appealed the Chief Minister and Education Minister of the state to initiate dialogue with Assam counterparts in order to bring an end to discrimination to Arunachalee students.

ITANAGAR, Aug 27: The infamous PDS scam is back to forefront with today large number of youths taking out protest rally from Akashdeep Market to Mopin ground questioning slow progress of the case. Under the banner of Youth Network Movement Arunachal (YNMA), larger of youths comprising of students from Rajiv Gandhi University, NERIST and ordinary citizens participated in the peaceful rally against corruption. They raised slogans against PDS scam, 2000 illegal appointments, construction of large number of mega dam, Apex Bank defaulters, illegal mining at Kharsang, NSCN issue and Daporijo mms scandal.
Many of the participants who are still pursuing education in various fields expressed deep concern over the rampant corruption in Arunachal. “If I turn right there is corruption, if I turn left there is corruption. Corruption is everywhere and in such a situation poor students like us see no hope for ourselves,” shared one student of RGU.
Despite extreme heat condition, the students were in high spirit and said this rally provided them an opportunity to express their anger against corrupt system of Arunachal. “Practically I cannot keep on filing RTI and cannot fight cases in court. So, using this rally we are here to show our anger and frustration to the policy makers. Enough is enough. We need to bring in changes otherwise future of this state will be very dark,” told another young university students.
When the procession ended at Mopin, participants gathered and spent sometime together. While addressing the participants, Dr Nani Bath, well known political science professor of RGU urged students to unite together to fight against corruption. “Corrupt officers whether he/she belongs to any XYZ tribe should never be given shelter. If youths of this state unitedly stand together and raise banner of revolt against corrupt system, am sure some days Arunachal will become better to live,” said Dr Nani Bath.

State mourns death of brave Arunachalee jawan

ITANAGAR, Aug 27: Pate Tasuk, a Lance Naik with Indian army was killed on 25th August at Kupwara under Baramulla district after encounter took place between Indian army and Pakistani militants. During the time of incident, late Tasuk was leading the team of 40 soldiers in search of Pakistani ultras who were hiding in the area. In the entire operation 12 soldiers were injured and late Tasuk became martyr fighting against enemy forces.
Hailing from Chambang circle of Kurung Kumey district late Tasuk had joined 17th Guard Regiment of 21 Rashtriya Rifle of Indian army on 17th March 2001. Son of late Pate Sala and Pate Yayir, late Tasuk leaves behind a widow, one son and a daughter. His body was today brought to Naharlagun helipad in a chopper and was accompanied by officials from his regiment. The family members along with relatives received his body.
Surprisingly no officials from capital administration came to receive the body. “He died fighting for the cause of country. Home Minister, DGP and for that even capital DC or SP should have been present to receive his body as mark of respect to the brave soldiers. But what a shame, no one turned up at the helipad,” informed Pate Tayum, advisor of Arunachal Pradesh College Forum and also relative of late Tasuk.
Meanwhile condolences are pouring in for the departed soul. Arunachal Pradesh Governor Gen JJ Singh has deeply mourned the sad demise of Lance Naik Pate Tasuk of 17 Guard Regiment of 21 Rashtriya Riffles, Indian Army, who laid down his life defending territorial integrity of the country.
Conveying sincere and heartfelt condolences on behalf of the people of Arunachal Pradesh and on his own behalf, Governor prayed for eternal peace of the departed soul. My thoughts and prayers go out to his family and relatives, he said. Missing children found, reunited with mother

However, all credits must go to one Tapu Soki who while doing a Good Samaritan brought the two children to the Itanagar Police Station this morning after seeing the missing news report which flashed in today’s local dailies and handed over them to the police.
When contacted, Soki who is an advocate by profession informed that he had found the children at Ganga Market near Sumo counter in abandoned state at around 8.30 in the evening on August 25 last. He then took them along with himself to his home at Forest Corporation, Chimpu where they stayed for next two and half days.
“Actually, I wanted to hand over the kids to the police instantly at that very evening but I thought if I do that many people would unnecessary take undue advantage out of them. So, I took them to my house and eyeing on the newspapers for missing report so as to hand over the kids to their real parents”. I even inquired them about their parents and relatives but they were not sure so I thought it was better for them to stay at my home until they find their parents, added Soki who also expressed happiness over the reunion of children to their mother this morning.
While narrating the whole story the children informed that they wanted to go to Ziro actaully where her mother was staying but due to lack of money and confusion over the route they instead landed here in Itanagar in the morning of August 25 last. They wandered here and there to find one of her aunty who supposedly stays in Itanagar but all in vain as they couldn’t make contact to her. They even lost their mothers contact number and in the evening fortunately Good Samaritan Tapu Soki found them and took them along with him.
Meanwhile, Yaka Chetia has expressed her heartfelt thanked to Tapu Soki and his family for their noble deed by bringing both kids to the police station besides letting them stay at their home. “Words are not enough to express my thankfulness to Tapu and his family for their help”, said Yaka adding that they are godly people and I would always be grateful to them for the rest of my life for bringing my daughters to the police station besides letting them stay at their home.
She also thanked the Itanagar police specially Sub Inspector D Bagra for immediately informing her about the finding of her daughters despite not having proper contact number and address and last but not the least she thanked the local newspaper for publishing the missing report without which she might not have got to see her daughters so early.
State level consultation suggests Spl provisions for NE in LARR bill-
ITANAGAR, Aug 27: The state level Consultation on the Land Acquisition and Rehabilitation and Resettlement bill 2011 was organised at Hotel Dawnland here today. The consultation meet was facilitated by Arunachal Citizens’ Right (ACR) in collaboration with North Eastern Social Research Centre (NESRC) Guwahati.
Tajum Taloh, Commissioner Land Management, Robin Hibu, IPS, DIGP, (Western zone), Er. Bora Ete, Chief Engineer, Trans Arunachal Highway, Director and Deputy Director of Land Management, MC. Behera, Associate Prof. RGU, Dr. Tana Shawren, Associate Prof, RGU, Dr. Tado Karlo, Associate Professor, North East Institute of Science and Technology (NERIST) including civil societies groups and individuals participated in the consultation.
Dr. Walter Fernandes, Director. NESRC presented an overview of the Land Acquisition Act, 1894 and new combined bill, Land Acquisition and Resettlement and Rehabilitation,2011 in the context of Arunachal Pradesh. He spoke of the land ownership systems in the North East and Arunachal Pradesh that are different from what the bill envisages and asked that these be included in the bill.
Earlier, Bamang Tago, Chairperson, Arunachal Citizens’ Right (ACR) has extended welcome to the participants and highlighting the brief on the consultation.
After threadbare discussion, the house suggested special provisions to be incorporated in the Bill for North East India in general and Arunachal Pradesh in particular.
The consultation found many positive points in the bill and termed it as an improvement over the Land Acquisition of Act 1894. However, members expressed serious concerns from the point of view of North East India in general and of Arunachal Pradesh in particular.
The focus of the draft bill is on acquiring land for the private sector (section 1A). That is for private profit and cannot be called a public purpose. Public interest, the greatest good of the biggest number in the community, should be the objective of the Act. All acquisitions for the private sector or for later transfer to the private sector have to be excluded from the bill.
The major area of concern is that the focus of the draft bill is on landowners, understood as individual or patta owners. An ownership document is rare in the North East, except in Assam. Even in that state only a third of the land is estimated to be having individual owners. The rest is considered common land though it is community land and sustenance of the tribe. The community has inhabited it for centuries but the present law treats it as state property. That is unacceptable in the North East in general and in Arunachal Pradesh in particular.
Most land in Arunachal Pradesh is community owned. The main form of cultivation in this state is traditional shifting cultivation known elsewhere as jhum. Section 2d of the draft bill speaks of land used for crops, horticulture, sericulture, pisciculture, breeding of livestock etc. The land use pattern in Arunachal Pradesh does not fall under any of these categories because these categories belong to individual owners and settled cultivation. Arunachal has a different system of livestock care. Grazing, hunting and gathering grounds are integral to such a habitat. In the community ownership system these functions do not fall in a separate category.
The community and individual owned land is managed according to the community based customary law of each tribe. The bill does not make provision for this situation. There is very little registration and documentation of land. The customary law and community ownership should be recognised by the bill if it has to be beneficial to the people of Arunachal Pradesh.
The SIA has not been defined properly. The earlier draft of the bill had included
only the infrastructure in this category. It should include the impacts of the project
on the culture, society, indigenous faith, society, economy, governance, and identity
of the affected individuals, families and communities. It should also include the
impacts on the environment, especially the biodiversity maintained by the community.
These impacts should be quantified and included in the cost-
While there are large projects in Arunachal Pradesh, we see no reason why the rehabilitation clauses of this bill should apply only to 100 acres and more. Arunachal has many major projects but much of the land used by the project is community owned. As such it is not individually owned and may not come under the purview of the law. Very few projects acquire 100 acres according to the definition of this bill. As a result most Arunachalee land losers will lose out fully. It is, therefore, essential to recognise community over land, rivers and forests as people’s livelihood.

The prior informed consent of the prospective land losers should be obtained before acquisition. The people should be informed of the nature of the project before land is notified. The process of getting consent should be specified and should be mainly under the control of the gram sabha and consent of the persons to be affected. The meeting of the gram sabha is to be organised in the village.
Compensation as given in the bill is totally inadequate for the land losers to begin life anew. The quantum should be increased drastically. The affected community should be given some shares of the enterprise whenever community land is used for the project. It should be over and above compensation. One job per family results in conflicts in the family. As such it is not acceptable. All the members of the affected families should be rehabilitated with a regular income.
Committees should not consist only of experts but should also include representatives of affected people and their institutions and of civil society groups. The bill should include modes of ensuring the accountability of the acquiring officer and of the requiring body.
The recognition of women’s rights is weak in the bill. Their rights should be recognised in the law. When land for land is given, it should be in the name of the couple. Compensation too should be in the name of the couple. Women and men should be trained for jobs and other benefits of the project. Single mothers, widows and divorcees should be given equal compensation. Too much power is vested in the deputy commissioner. Most of it should be transferred to the gram sabha and in their traditional institutions.
The urgency clause is not acceptable unless the time required is increased to not less than two weeks. Otherwise the state will be doing injustice to the land loser while trying to bring relief to the victims of disasters. The appellate court for the state resettlement and rehabilitation authority should be the high court, not the supreme court.

ROING, Aug 27: Ten days Orientation cum Capacity Building Workshop for Early Childhood Care and Education (ECCE) volunteers concluded at Anchal Samiti Hall here yesterday. The programme was organized by SSA Rajya Mission, Itanagar in which 72 volunteers from Lohit, Tirap, Changlang, Anjaw, Dibang Valley and Lower Dibang Valley attended.
The chief guest of the valedictory function Garima Gupta, Lower Dibang Valley DC was impressed by the performance of volunteers who presented varying kind of rhymes with action, puppet show and fine arts which they learnt during the orientation cum capacity building workshop.

The deputy commissioner, Papum Pare, Yupia, who is the chairman of APMC, emphasized on inclusion of officers from various departments, such as district veterinary officer, fishery development officer and assistant director of sericulture department as members of the APMC.
NERIST students celebrate pre-
ITANAGAR, Aug 27: The students of NERIST today celebrated Pre Solung festival at NERIST auditorium with much pomp and gaiety. The Solung at NERIST was jointly organized by the Student community of Adi and Galo studying here and equally participated with much fervour by the student’s community from different tribe of state and from other part of the country.
The traditional ponung with rhythmic foot taping dance was led by the KALING RASENG ponung troop from Itanagar. Adi modern dances were displayed by PG girls and by children of NERIST staff. Much to the delight of the festival onlookers’ Sarsing Gao Associate professor, (Dept. of EE) and Amar Taggu Associate professor (Dept. of Computer Science) also belted out song numbers. Taking part in the celebration as Chief Guest Kangir Jamoh, President Adi Baane Kebang(ABK) call upon the gathering to maintain ones rich culture and tradition by observing such celebration and expressed his happiness over the way festival was celebrated jointly by the Adi and Galo students. He said it’s the essence of time that the younger generation of the state carries forward the message of communal harmony and feeling of brotherhood.
Tobom Dai, Spokesperson AAPSU in his address as the guest of honor, said NERIST being higher institutes of repute in producing quality human resource, the whole of Aruanchal society in particular have great expectation and hope that its great legacy will be carried forward with more vigour. He also suggested the gathering that as young people and being future of the state, one must be open to ideas and the changes taking place in the society. Drawing an example of the Youth Network Movement Group (YNMA) a group of youths which are spreading awareness on corruption in the wake of Anna Mania in the state, he called upon every one present on the occasion to give a lending hand to such noble initiative in their own small way.
The other highlight of the day was the reading out of Solung Mythology and the culmination of celebration with community feast.
AMYAA and GeoEnpro Kharsang reach out to Aganwadi kids

The campaign started off with a simple but symbolic special programme for Aganwadi kids at Neotan Village Community Hall. A total of 65 kids from 3 Aganwadi Centres of Neirong and Neotan villages took part in the programme. The presence of Tanghum Mossang (GB Neotan), Thijung Mossang (Gram Chairman), Toiman Mossang and Nongkam (Gram Members) and Aganwadi workers added much meaning to the event.
Tanghum Mossang and R. K. Paul Chawang, Secretary AMYAA distributed the stationery items and study materials to the kids. Thanks to GeoEnpro Petroleum Ltd., Kharsang Oil Field for sponsoring the stationery items and study materials.
R. K. Paul Chawang in his message encouraged the village leaders and Aganwadi workers to motivate the parents in their respective villages to send their kids to schools. He further added that education is the key to all development, lack of education is the root cause of ignorance leading to backwardness and poverty. In the coming days AMYAA will be visiting the remaining selected Aganwadi Centres under Miao and Kharsang circles.
